This program supports households who are homeless or at imminent risk of becoming homeless due to poor money management, capacity issues, abuse, or overwhelming debt load problems. Through referrals from other community partners, government benefit programs, and walk-in clients, LIPI performs an in-depth needs analysis to review sources of income and liabilities in order to establish an action plan aimed towards ensured stabilization. However, if the individual or family involved is assessed as lacking the capacity to implement or maintain the action plan, a formal trusteeship is set up for a minimum of one year which empowers LIPI to act on the behalf of the client.

Once in the Trustee Program, all sources of income are deposited into a trust bank account which is administered by LIPI. LIPI then takes the responsibility of for paying rent, utilities, and other housing costs, while also providing a weekly, bi-weekly, or monthly allowance.
